This other, smaller, wealthier Middle Eastern country, is presently hosting the top leaders of a major terrorist organization.  They also have a security agreement with the United States, which greatly complicates matters.  The highest list politicians in Washington DC are currently waging a major pressure campaign on that nation, behind the scenes.  The matter is exceptionally delicate.  If the nation does not relent and turn over the terrorist organization’s leaders, things will quickly boil over publicly.
