I always thought that saying meant someone looked innocent or cute, and then when they did something wrong, it gets said then. I'm probably just confusing matters.
I realize this is absolutely not right... but the "tut tut" at the end made me think of Steve Martin and his "King Tut" routine. Also... he's in a band.

nah it means innocent and pure, i wouldn't say cool. i'm guessing a cheesy boyband member, like boyzone or take that etc.
