Or they could mean grounded as in literally "grounded by her parents" to which then I'd guess Emma Watson. Hasnt she always been the spokesperson for child actors who have good relationships with their parents, then she went to that one club and got in some trouble with that one guy and there was word that they took away her partying privileges?

The only way that Lily Allen could be grounded was if she were to stick her fingers in an electrical socket.

This sounds a lot like Alexandra Burke (won the latest series of X Factor.) There have been a couple of stories like this one,wouldn't be surprised.
