The photos of Radcliffe were fake. He wishes his willy was that big. Weasley's not clean cut. Possible Jude, but would anyone be surprised? Was there an electric character in X Men?
Not so sure that Jude would be described as "cleancut" by The DM. Tabs have reported some pretty scandalous things about him in the past. (But most of those stories had to do with weird sex, not drugs, so who knows?)
It would be pretty shocking of him to be doing hard drugs since he's filling in for Heath Ledger in that new movie....
i'm going with the daniel radcliffe guess that's already been shot down. he is clean-cut and despite the horse play and his (very funny) appearance on extras, i get the impression that the general uk public thinks of him as a nice young man.
i'm thinking the double 'shock' is a reference to the lightening shaped scar on harry potter's forehead.

I don't think anyone would be 'shocked' that suicidal overdoser Owen Wilson asked for drugs. Tiki Barber's nickname is Lightning, but he's not an actor. Oh, I've got nothing!
Daniel Radcliffe would, indeed, be considered "cleancut" by the UK public -- despite the Equus bit, he is often written up in the press for being polite, smart, and not drinking/doing drugs/sleeping around. And fans would definitely be shocked (Harry Potter!). He does the music festival circuit, especially Glastonbury.
Redhead from HP = Rupert Grint. Totally a pot-head, and I don't think anyone would really be shocked. He's not known for being as cleancut, he's more under the radar than DR.
David Tennant is also an option. He was at Glastonbury a few years back, and is considered very cleancut. The shocked fans would be both young and old Doctor Who fans. Would explain why he and Billie got on so famously, lol. But I love DT and hope it's not him.
I think the shocked fans reference means he plays a character/characters who are squeaky clean, possibly on a children's program, as mentioned. Could also be any cutesy UK soap star, maybe someone from EastEnders, Coronation Street...
